Qatag‘on siyosatini ijtimoiy, siyosiy va psixologik jihatdan o‘rganilganda bu jarayonning umumiy xarakterida inson, u yashagan davr, ijtimoiysiyosiy muhit, hudud, jamiyat, davlat boshqaruvi hamda unda ishtirok etuvchilar asos sifatida namoyon bo‘ladi. Mazkur maqolada ayni qatag‘on siyosatining davrlar kesimida o‘xshash va farqli tomonlari, davlat boshqaruvida ishtirok etgan shaxslarning qatag‘onga uchrashi hamda jamiyat buni qay yo‘sinda qabul qilganliklari, shuningdek, xalqning ko‘rsatgan irodasi yoritilgan.
